Assessing Noise Impact

Assessing Noise Impact requires measurements to test noise levels. Measurements are typically taken over a 24-hour period. This is broken down into daytime of 07:00 – 23:00 and night 23:00 – 07:00.

The levels are either measured, calculated or a combination of both. Guidelines give maximum desirable levels within buildings and for outside amenity.

After the withdrawal of PPG24 (Planning Policy Guidance24: Planning and Noise) in 2012 levels were typically considered against the desirable levels laid out in BS 8233:2014 and WHO guidelines.

ProPG published in May 2017 encompasses much of these guideline values and increased the consideration of individual context when assessing the impact of sounds in the context of planning applications.
